It's a chemical reaction between filtered water I suppose chlorine mixed
water and Sodium hypochlorite. I guess this reaction generates somehow
light. have you ever seen Sodium and water reaction?
but this is not something like that. anyway I am not sure about

no ! it's not a reaction of sodium hypochlorite(clorox) and water ! somehow small reaction it's happen because sun light goes through clorox and it illuminate ! found it the way of creating in youtube links missed find it ! solar bulb creating something
