no man ur nt understanding me....do we have the resources??? do we have qualified lecturer's??? since u knw alot abt sri lanka...tell me abt it...?? sri lanka is a one small country...and r u tryn to compare it with bangladesh yemen...can they even speak english fluently...our 3 languages are tamil sinhalese...and english..and not alot can deal with english in sri lanka...we have issues man...and it cant be any helpful to any foreign students...we dnt have the ppl to run things like this...and im nt talking abt schools here...im talking about govt recognised polytechnic or tertiary institues or uni'es currently we dnt have any good places to offer for internatinal students...and dude do u even think a foreign student will come n study here...even in other countries they dnt offer seats to a foriegn student if the classroom isnt gonna tally with the local students...its a common standard...thrz alot to think before starting smthng like this...and sri lanka is nt ready...who wud study doctorate's in bangladesh and nepal???? becoz its soo cheap...and in those countries they can provide the resources for the students..the one who can spend alot of money will go to big universities like monash...deakin...coz they provide excellent scope for the students and the degree or diploma is a valid and world recognized qualification...but our country cant do it..dnt u get it...i think ur missing alot in here...nobody wud come here to study there high school...or the middle school what they want is a good degree to study with a recognition..do we even have ppl to run this type of stuff???? 
I think SL also can do it because Bangladesh and Nepal also do that. As u said SL cant compete with some highly reputed uniS, but still they can get foreign students.
eg - there are highly reputable computer brands like dell,alien ware,toshiba
but companies like lenovo and many unbranded companies also sell their computers a lot. no need to be world famous to start something. I think SL have enough resources to start.
maybe as u said SL universities are very low level, which cant give english lectures to a foreign student.
anyhow its upto SL, we are Arabs, Arabs live in Arab not in SL, for me development of SL doesnt matters, but i got a mother, and bunch of friends there !!!!!
