Besides there is no such single attack that can take all the money at once, Over time you might miss something but most of the attacks nowadays are phishing stuff targetting individuals. Bad thing about pishing is that the bank isn't liable for that. But if something like NDB happens then the bank is liable to give your money back

It isn't that straight forward ban, if it was they would have already fucked us. There are so many systems that need to be work together to get the money moving, So the chances of getting flagged is quite high. Read about the NSB thing that happened a couple of years back. I think Bangaladesh was involved. Regardless of what happens the institute needs to be responsible to reimbursing the money since it wasn't a users fault it got robbed.

The bank would just reset the pins or block foreign transactions.
Sri Lankan banks follow the same standards as every other international financial institution. There are mandatory and strict procedures to follow from scratch if you're building and maintaining a system for such a company. And they get audited too.
