best way is display ads after the content . not on sides. remove the adbox frame, and ads background should look like site back ground.
don't explain everything in your content, content should not be too big. just explain some, so if someone interested in your content (post) to know more about that , they will click ads.

only keywords are not enough, you need to take related traffic,
eg - chicargo lawyer
to earn from this, chicargo people need to click on ad. for other countries, these ads mostly not viewable.
need high paying keywords with required traffic.

google didnt ban any country, but USA decided not to do transactions with Iran, so iran people I guess cant get google ads,

For Sri Lanka, you can get, only little bit difficult. India, Sri Lanka, China and some other countries, blog/website owners have to wait at least 6 month after hosting the site. Site should be at least 6 months old.

you need to post your own original and good content, at least need 20 pages. (20 blog posts).
and need to get some more traffic before apply adwords,. shouldnt publish other ads and google competetor's banners.

Ok..
To increase traffic you have to do several things.
1- make lot of good blog posts/articles (this is the main step)
2- submit your website/blog to google,yahoo,baidu and etc search engines
3- each and every post, submit to twitter and digg,stumbleupon.com
4- everyday at least make 4-10 posts on your site, and submit to No-3's sites
5- submit blog post/article links to very popular facebook pages,groups (if the ur tittle matches the fb group tittle)
do this for 2 or 3 months continuously, you will get enough traffic. and automatically ur posts will submit to manyother sites

*** use wordpress to make a blog
