No it isn't. It was English speaking Tamil Vellars super egoistic idea not to learn Sinhala and accept it as the main culture of SL was the problem. Tamils in Colombo were ready to learn it, so was Tamils in hill country. Although these high-caste Tamils were against using SInhala in their area, Doctors, Engineers and senior Government agents spoke it while they worked in Sinhalese areas.

It was part of a much larger problem. Without adressing the root problem it's useles discussing the ones in sub-levels
