Their investments are very high and making losses from Data which are subsidised by Voice. But now Voice is moving to OTT.
If they are to sustain and upgrade their networks they need better revenue per user. Thats the reality.

since you've mentioned that telcos are operating at a loss as a reason, I've posted some excerpts from the SLT annual report for reference.
this is from SLT 2018 annual report (unfortunately they still haven't posted 2019 report). you can clearly see they're not at that much losses as you claim.
