Dialog HSDPA runs behind a proxy server.
Dialog Wimax allocates dynamic public IPs.
None of this matters as this still gets caught by the IP restriction if it is enabled.
have to check on that.coz ip ban list is optional
as a example SLT user A gets 124.43.50.33
he get ban over porn tread
he reconnect from diffrent IP in a new ID
    (then NO ONE CAN TRACE)

you're going off the road there.

The username/ip restriction is to restrict 1 username to 1 ip during a running session.
    eg;
userid A logs in from 123.123.123.123
userid B tries to log in from 123.123.123.123, then user B cant login.

now if the member decides to change his ip by reconnecting , eg :
    new IP : 123.123.123.124

and userid B logs in from 123.123.123.124
and now userid A tries to log in from 123.123.123.124, now user A cant login.

What you're talking about up there is the Userid and IP ban.

but as you can see both members can log from 123.124.125.126

    That's a lie.

Admin can easily trace if he wants to.

You may change your browser. But it won't change the IP address, Browser IDs, session IDs etc.

Even the IP is dynamic, ISPs have a set of outbound static IPs when connecting to external web sites. So the admin gets to know the physical location you're accessing. Then it's a matter of time checking all the browser IDs until he finds a matching ID within the same physical area.

    More sophisticatedly...
There are methods to access the MAC address of a computer. Not sure whether ElaKiri uses it. (illegal to use. But many forum sites use them in order to track users with fake IDs.)

Even if you access through a proxy you're not safe. Proxies keep a track of original IP addresses. And proxy owners are legally bound to disclose those real IPs of a spammer or a hacker.

if suspected and the log is still there.MAC is in NIC (network inetrface card).the only way one can track the person is by the defalut sever it connect (there are sevaral more). But you can play pingpong with two browsers with the same IP.
    Admin can trace it.
