But if Sheffield, which is a University and not a (small) College, is in the top 20 as you say, I can imagine as to how the rest would be below that 20. And of course no two universities are technically identical.

Most students want to go to these universities so the admission is more competitive
im talking abt people who spend endles amount of parents hard earnend money and go to foreign unis and act like their from that country with a alien acent and 4gt abt d motherland just after coupl f days. And after playing al d bulshit here they get kikd out frm here n they go 2 SL and tel pepl that they did a big thing and completd thz n that and stil they get wasted in col 7 clubs stil spendin parents money coz thy cnt get a damn job.TOTAL MISFITS. Lankawatat na ,uk walatat na..thats wat iz hapnin in most cases.so just by listnin 2 wat they say,our poor girls n boys get turned on thinkin that Wow this is heven.and force parents to send them too.and coz how they lv thr childrn, they sel they take loans kepin d hous they stay and send thr childrn. So just like you said, Sheffield which I just learned has pretty low entrance requirements, is in the top 20, and now the top 20 research universities. So if thats the quality of the top 20, isn't the state of the remaining obvious? Despite this how can you still claim that the British education is holding upto its expectations?

I understand what you mean bro. This has become a pathetic situation in Sri Lanka. Part of this blame goes to the local education system itself, its incompetency despite its scarce capacity has made education a disaster.
entry requirements they have are not low
they take students with A-Levels AAA, AAB, ABB (depends on the course)
no macho sit is a government institute and they have postgraduate diploma's, graduate diploma's, bachelor's, diploma, certificate.

Yes, by law all polytechnics are required to be certified by NZQA. But I am not quite certain about their ownership now. I was quite sure that they were all privately-owned although regulated by the Government. Plus I know that SIT has a scheme of where domestic students dont have to pay the tution fee (although only part of it is covered by the Government). Plus, Invercargill is a pretty decent city.

But if the medium of communication is of a low level, then a student would have great difficulties in coping up, regardless of what their individual knowledge is on the subject. Its pointless if you know a thousand facts but cant properly express them.

So is that a Unversity's business strategy? Get in students, and if they are incompetent in the English language (which most probably would be the case if they were judged by the local O/L English paper and nothing else) to feed them with an additional course to charge a 'few' extra bucks? Why not ask them to do something like IELTS (or equivalent) straight off and save time and money? Isn't there a vast difference between an english programme in the UK and doing IELTS in SL?
I agree that at the end of the day, a university itself is a business entity. But in the long run, it effects its quality and sovereignty.
well they do offer certificate programmes to degree level programmes...yes they do have a zero fee thing for nz citizens n pr's....machang there are lots of semi govt and private institutes in nz like raffles and semi govt ucol in wanganui...but they aint good as sit...coz sit has vast range of courses to choose...the only thing is invercargill is alot more cold than other parts in nz....i think its govt owned....nzqa is a nz qualification which all the polytechnics should registered with...its same for every1...

Ya. So that could be the case with some of the Polytechnics, I didn't know that.
Fair enough, it gets colder as you go down the South Island, Invercargill is almost at the latter of the South Island. Afterall, the South Pole is just down the street. February is the humid season, its Summer right now, and there are a few bright and sunny says occasionally. But Winter gets real cranky.
Your Visa should take no longer than a month, so I think you've got time. Just make your flight bookings in advance, even if you have to give in a letter without your Visa.
