Their biggest assets are their ground forces. Analysts mentioned that Russians are still using the same tactics of the 2nd world war. Surround the city and warn civilians to leave the area. Then shell out and flatten the whole area. But, it seems like they haven't yet used half of their firepower. Also, Ukrainians are flooded with NLAWs and SAM supplies. It will affect heavily Russian troops' advancement. They need to minimalize the civilian casualties. Ukrainians know that and that is why they trying to keep the people in the city. If not, I guess they have already finished it.
