If by "Web Accelerator" you mean "download manager", yes it is IDM.
Id not, I only know about Google Web Accelerator.

Guess u have not tried OrbitDownloader

IDM is good. but my AVG detects IDM patch as a threat and deletes it
So I use Orbit and FlashGet.

But we (I) actually tested it against the other competitors while ago (search the forum and see) and IDM still came up first....by a long way.
