It depends on how you make your USB drive bootable; a flash memory can emulate USB-FDD, USB-HDD and USB-ZIP. Since the boot order is processed from the top to bottom, move all USB devices to the top of the list (before HDD-x devices).

What are you trying to do ? Install Windows from a USB drive or use Windows on a USB drive ?

To change the boot order go to BIOS and move USB-XXX devices to the top of the list .
