Through Wise you could use a LK issued card to add USD to your Wise Account right?

This is against the current monetary policy of the central bank. Converting LKR to USD (or any other FX) is banned.
Probably they just caught this loophole.

I don't think there will be any issues to transferring money from your Wise account to LK.
