no one can take any action against him since no party is oppressed, harmed, threaten in this video. the maximum thing that someone can do is reporting this video via " Hateful or abusive content " category since it promotes hatred towards a protected "religion" somewhat but it will most likely end up being restricted to adults audience since there are a lot of obscene words but it won't be surely taken down since the intention is showing off his vehicle not spreading hatred towards aforesaid protected "religion"

the youtube community guidelines say something like this about the aforesaid category.
"Content that promotes hatred against protected groups, abuses vulnerable individuals, or engages in cyberbullying."
