To make a room soundproof, you will have to do more than lining the walls with that foam. Window glass (should be hush lam which means 2 ply laminated soundproof glass) and door frame / sash and ceiling has to be soundproofed and sealed as well. cheapest option is to buy a pair of earplugs for about Rs 75 (50c USD) and plug your ears.
