provincial nomination program. Look it up. Different provinces in Canada take immigrants. but you have to stay there for a minimum of 2 years(i think) with or without job. then you can legally move to another province.

Also engineering is different here i guess, but there are bridging programs. so there is a chance, but a very good chance that you have to be qualified again.

Avoid Alberta/Edmonton region as they are dependent on Oil, and job market fluctuates and rises according to the oil market. But you can easily find jobs there due to the high risk of oil dependency

You can, but if its via PNP, it will be an issue when you are renewing PR or applying for citizenship as you have broken the laws and conditions when they granted you PR using PNP
