provincial nomination program. Look it up. Different provinces in Canada take immigrants. but you have to stay there for a minimum of 2 years(i think) with or without job. then you can legally move to another province.
Also engineering is different here i guess, but there are bridging programs. so there is a chance, but a very good chance that you have to be qualified again.
