There are SEs, the real ones who builds things like in Avionics, Missles & Guidance systems. Instrumentation, Medical equipment etc. Engineers have to have a broader skill set. Programming is an implementation tool.
With half-baked degrees popping out everywhere it's hard to give recognition to everything just by looking at the title of the qualification.

බැංකුවට ගිහින් අන්න වාහනේ කියල පෙන්නන්නයි තියෙන්නෙලංකාවේ නම් මොරා පේරා උන්ට පුළුවන්. international level එකෙන් නම් washington accord තියනව නම් පුළුවන්.

That's why I call it the Wackypedia....A software engineer is a person who applies the principles of software engineering to the design, development, maintenance, testing, and evaluation of computer software.
