I'm not really an economist but we have loans to repay and the pandemic itself is proving to be quite costly so I'm guessing maybe we can't afford the aforementioned GDP loss?...

Only the export production will help to repay the loans. No point of try increasing the GDP at the moment. It is just a number showing the performance of government. These days we shoud focus on money circulation only. I am not against with the money printing also to achieve this.
