IMHO for such venture, similar to driving for Uber, you should invest in the cheapest vehicle possible as the depreciation of the same is quite high in such industry..

If you can stretch the budget a bit BYD Atto 1, Yaris 2023 can be better options too (8.5 million Range)

Maintaining a used vehicle could be much cheaper than blocking funds for a brand new one..
In my experience, used vehicles don't give problems that much if they get used well and serviced..
This comes from my experience of using 4 - 5 used cars and 1 brand new car, which I regret buying for many reasons, including the high cost..
The brand, mileage, user reviews could be good indicators for making a decision with buying a used vehicle..
OP if I read your post correctly, you want to rent the vehicle to an organisaton..
I too had a experience of such but not so pleasant..
I always wanted to be a Planter. If I had that much money or access to a business loan and lived in SL, I would've cultivated a plot of land, and remember visiting 2 low country Tea estates, in Mathugama and Deraniyagala..
Since those rural areas are not that accessible to low ground clearence vehicles, I would've invested in a used 4WD, like a Hilux or a Land Cruiser (yes SL people will also think I am of very high status cuz of the size of the vehicle..
)
