Yes Machan...That question too came to my mind...But then again....this isn't profit based...and there won't be any VAT because there nothing being bought here.....or sold....I'll back my answer with the Flow Chart....and the system design.....give me couple of days or Hours and i would consult a Law entity for a better explanation......Please bear with me...

bro. Fist of all you have to buy a domain for it like a paypal then design the site and system with PHP or ASP because those are some what difficult to hack. Then you can start it and help all our srilankans. Either I thought about this and even I bought a domain also (lankapaypal.net) I bought an script too. But when I contact government and ask for legal situation they told me about TAX :O when I heard about tax rates I have to give up my Idea
