Lanka’s external debt repayment at $4 bln in 2019-2022

Sri Lanka’s large external debt repayments total US$ 4 billion per year between 2019 and 2022, a top economist told the Business Times. Sri Lanka’s total net external debt exceeded $50 billion in 2017, he added.
The Central Bank (CB) has been quite active since the second half of 2017 and progressing towards raising bonds and keeping a buffer in place, getting ready to sort the local domestic debt that needs to be redefined within the second half of 2018. “The key is that from 2019 onwards on average there will be an external debt repayment of $4 billion,” said Shiran Fernando, Chief Economist at the Ceylon Chamber of Commerce.
The CB is also looking at getting the sovereign bond done, getting a buffer built on it including reserves that will be the key to navigate the 2019 budget, he added.

Jan 26, Colombo: The Ministry of Finance says Sri Lanka's total debt stock has increased by 233% to Rs. 7.391 trillion during the period from 2005 to 2014.
According to a statement released by the Finance Ministry, the total debt burden of Sri Lanka in 2005 was Rs. 2.222 trillion and, within 5 years, it increased up to Rs. 4.590 trillion in 2010. In addition there is another Rs. 2 trillion debt obtained by the Public owned Enterprises directly off the balance sheet.
Accordingly, the debt servicing (loan installments and the interest) to be paid by Sri Lanka to foreign financiers is also increasing constantly. The debt servicing of USD 1.828 billion paid in 2016 will be increased by more than double to USD 3.992 billion being the highest debt repayment to be paid by Sri Lanka in a year due to colossal borrowings by the previous government. This could be considered as the highest sum of debt servicing to be repaid by Independent Sri Lanka within a year.
According to Finance Minister Ravi Karunanayake, Sri Lanka is embroiled in a gigantic debt trap. The main reason is that the loans obtained by the previous regime for infrastructure development has not brought any returns on its investments. Further the national revenue and the export earnings constantly came down since 2011 up to year 2014.

ECONOMYNEXT – Sri Lanka’s central bank is using periods when there are no debt repayments to raise funds for a ‘war chest’ that could be used to settle domestic and foreign borrowings that fall due in the next two years, its governor Indrajit Coomaraswamy said.
The central bank is reasonably confident of being able to handle the bunching up of repayments in 2018 and 2019 provided fiscal consolidation measures remain on track, he told the Financial Sector Investment Conference organised by Asia Securities.

July 06, 2018 (LBO) – Sri Lanka’s gross official reserve position is estimated to have improved to around 9.2 billion US dollars by end June 2018, compared to 8.0 billion dollars at end 2017.
The reserves include international sovereign bond issued in April, the receipt of the fifth tranche from the IMF, receipts from the divestiture of the Hambantota port and foreign exchange purchases of the Central Bank from the domestic market in early 2018.
