It's not hard at all. Then why do people complain about it?
They go home and watch Sinhala teledramas for hours. That's the time which they could've spent watching some good English dramas.
When someone speaks in English their reaction is "This is Sri Lanka, we don't want to show off."
They watch Tamil films with Sinhala subtitles. That's the time they could've watched some good English movies with English subs if necessary.
When there's some free time they watch Sinhala gossip crap on youtube or Sinhala gossip sites.
And then...
THEY GO TO A SPOKEN ENGLISH CLASS for 2 hours, or an ENGLISH CAMP for 3 months,

and complain that English is hard to learn, and that no matter what effort taken it's not improving.
