This is how it is my friend, adsense guys have implemented this "Two Step" verification method.

1. first they will review your site and approve of you Adsense account and let you place ads on your site. Note that nobody can see these ads, as they are only empty spaces.​
2. Don't worry, AdSense people will review your site for a second time after you have entered adsense code in your site and they will approve it for a second time. and the only you get to see the real ads, until then NO ads are show.
