Machan, there are number of Institutions and you can do Diplomas or Degrees but you still need to Listen, Read and Write.
To have a kind of paper qualification, a Diploma is ok, but following a course and having a Diploma Doesn't make any sense to your English fluency. You need to practice a lot.
