I have wondered this same thing! About a month ago I asked my wife why do women always cover just the nipple. I mean men have nipples, it isn't something new. What is the reasoning behind it?

It is hard to find information on this particular topic. What I have come to the conclusion of is that it is cultural. It seems that we have made breast and nipples into sexual organs. Because of this we have women cover their nipples. I believe when a women covers the nipple it makes the breast a non-sexual organ.

In some small tribes, the ones you see on National Geographic, the women are topless, but they cover themselves from the waist down. Why is that? I believe in that culture, the woman's breast and nipple are not considered a sexual organ. Why is it lesser people than us here in the United States can see breasts and nipples for what they are, but we can't? If you think about it, what's the difference between breasts and udders? They both provide food for the children. Why haven't cows udders become sexual?

If we can get everyone to think of breast and nipples as a tool for keeping the human race alive and not think of them as being sexual, then women can stop covering their nipples. Until then, they do not do it because there are some men out there that would never stop looking and who wants to be stared at all day?
