The government maintains no records of your work/performance history other than your EPF/ETF payment records.

If you have signed a contract and if you resign against the terms you agreed in the contract, the employer may not accept your resignation. However, employee can simply site some reason (e.g. poor working conditions, ill treatment, abuse, etc.) and quit the job. Not only you can resign but also you may complain to labor department if necessary that may lead to an inquiry.

The general remedy available for the employer is simply to file a civil case (unless you have done any willful damage) in a court of law and asking for damages from the employee for the breach of contract. This is highly unlikely as courts are generally lenient towards the employees. On the other hand, these HR guys/directors may get exposed in courts during the interrogations by lawyers so most companies would simply avoid legal actions at any cost.

However, the employer may withhold giving you a service/recommendation letter; even if they give one they may simply include some negative comment in that so that it will be useless.
