Assuming u're talking about scuba diving, there are certain standards & regulations u need to follow & maintain while running a center.

From my experience, it's not easy to run by 2ppl, specially if ur diving with newbies. Also I wouldn't dive with a center that isn't registered with an agency.

Saftey is way more important & accounting shouldn't be a biggie. There's a lot of work to be done when preparing for a dive & then after a dive. Which is usually the most annoying part.
& 1 divemaster for a group of 15 is not good. If u plan to dive with that big of a group, you should split into 3ish groups with 3 divemasters at least.
All this is frm my experience saftey is the main priority

it has been starting a few months ago and running smoothly. The owner is a ( My friend ) professional of Diving.

all standards, Rules & regulations everything he knows.
