Army did not fire on the civilians because Shavendra controlled the situation. In nepal 19 civilians were killed.
Gota also had the presence of mind to resign, despite objections from pohottu fractions.. Had he held on, it would have been even more violent. In nepal, the PM hamu mahattaya decided to cut of social media and hold on to his power despite the protests, which finally ended up in violence..

Finally, if pohottu gang did not attck the aragalaya it would have been a peaceful struggle.
