Sri Lankan government entered into an IMF program during the period from 2002 to 2004. Specifically, Sri Lanka signed onto a Poverty Reduction and Growth Facility (PRGF) program with the International Monetary Fund (IMF) in April 2003. The PRGF was designed to support low-income countries with concessional loans aimed at fostering economic stability, reducing poverty, and promoting growth.
The government at that time, led by Prime Minister Ranil Wickremesinghe, was focused on economic reforms, privatization, and liberalization, with an agenda to attract foreign investment and address the fiscal deficit. The IMF-supported program was part of the broader effort to stabilize the economy, manage public debt, and promote sustainable growth.

The fuel pricing formula introduced by Mangala Samaraweera in May 2018 was part of the economic reform agenda under Sri Lanka's Extended Fund Facility (EFF) agreement with the International Monetary Fund (IMF), which was approved in June 2016.
This agreement was a three-year, $1.5 billion program aimed at supporting Sri Lanka's economic reform efforts, stabilizing its economy, improving fiscal discipline, and addressing balance of payments issues. The introduction of the fuel pricing formula was one of the structural reforms under this program, aimed at reducing fiscal risks associated with fuel subsidies and making fuel pricing more market-driven.
