This is for building a new unit. The current cardiology facilities are not enough to meet the demand. This is to reduce the waiting list for life saving cardiac surgeries.
The annual budget given to health sector is not enough at all to maintain the current hospitals and services. The secret behind the current quality of care (if there is any quality) is mostly because of the human resource.
If anyone visit the cardiology unit one day, they will understand this projects importance.
