I have worked in banking field for many years, none of the banks spend money on the UI. they go for the cheapest service provider to do the system development. They only care about somehow getting the functionality work.
There are a few companies in SL who provide white-labled online banking portals, and several banks using those system with customized/themed frontend/apps. Since they are using a white-labled products, none of they can not implement some custom workflows etc, they have to depend on existing features on those products.
