I assumed you visited J&K. Sure, you can't go to Leh without permission from the Indian government, and the road to Leh is very difficult, but Leh is where you realize how small you are in comparison to the majestic mountains and world. That is a feeling you will remember for the rest of your life.
We went through the Zo Jila pass... The road was closed due to an avalanche for over an hour till they cleared it. Visited the Zero-Point, then onwards to Kargil and returned back. The road is terrible, dangerous and with herds of lamb on the way it takes 15 mins to pass each of large herds. Both sheep and goats.
Non Indian Nationals who are tourists can get the Pass you mentioned easily on-line. We didn't proceed to Leh not because of the pass but due to time restrictions.

Does anyone know how much USD can I take through airport without declaring ?
Persons in or resident in, Sri Lanka may take out of, or bring into Sri Lanka, respectively, Sri Lanka currency up to the value of Sri Lanka Rupees 20,000.

    no need to worry
not checking in Colombo or Delhi airports
Note: when coming back from Delhi airport please go to airport at least 4 hrs before flight
No problems at Delhi airport. They have streamlined and have so many check-in lanes. Less than 10 minute delay. LED signboards displays the estimated delay in each lanes.

Worst is the Sri Nagar airport. Like in BIA during terrorist days, they stop all vehicles about 1 km away from the terminal, all baggages and people out. All have to be scanned by Indian Army, then loaded back into the vehicle, arrive at the terminal. Another line of scanning before check-in. Security is quite serious in Sri Nagar airport.
