no it belongs to everyone.It is just a question of how much of consciousness you capture.animals capure it by 0.01% humans caputure it by 10% like that.consiousness is unlimited.The more you capture the more you become intelligent

No there are levels of Vingnana. Animals have lesser level of Vingnana.

Actually level of Vignanana increases with the number of senses you develop.
Animals have generally 5 sense or less. Humans have 6 senses. A Buddha may have more senses so has the higher vignana level

vingana always exist.If it didn't exist no living life can be alive.They can't recall memories because the sensors didn't record the event to memorize,It doesn't mean they cannot recall.If somebody can attain higher level of vingana they can recall it including previous lifetimes
