USA has one of the toughest education systems in the world. Their high school qualifications are a joke, but universities can get really complicated. SAT and TOEFL is a must to enter a good uni. USA also has a different system for medical education from the rest of the world. Students need to do a pre-medicine degree and a medicine degree to become a doctor.
If the parents have money, easiest way to achieve a non-medicine degree is to go to Australia. Their education system is rubbish. Its the same in UK now (unless its a top uni). But the difference is UK doesn't have a clear settlement pathway after uni. Australia does.
Ask the relative to apply to a rubbish uni like Birmingham City University, Sunderland, Chester, East London, London Southbank if UK or similar uni like Deakin, Southern Queensland, Edith Cowan if Australia.
