in gpu z and nvidia control panel there is 48 stream processors and gpu caps viewer sows 64 of them. Normaly 9600gt contain 64sp.so what i want to know is why is this defferent.

Not sure, but GPU-Z is normally right.
There is a model called 9600 GSO that has 48 processors, what is the exact model name and brand of your card ? maybe now manufactureres are going off the spec tricking the customers to make some money.. Or it could be a bug in the program or driver.

Are you sure its original ? If it is some Chinese card with just an EVGA sticker on it then you cant really trust the card. Maybe a GSO with a BIOS mod to display GT. Changing the BIOS to display a different model is not very difficult.

Run some benchmarks and test the performance, if everything checkers out then nothing to worry.

Usually GPUZ is correct but who knows... here is my one it is also a 9600GT
