A flywheel is a rotating disk used as a storage device for kinetic energy. Flywheels resist changes in their rotational speed, which helps steady the rotation of the shaft when a fluctuating torque is exerted on it by its power source such as a piston-based (reciprocating) engine, or when the load placed on it is intermittent (such as a piston pump). The idea is to help smooth out the pulsing from the engine AND keep energy stored so the motor keeps running. Without a flywheel, the motor would not run at all.

Lightened flywheels on Ducati's are not a wise idea. The flywheel is already lightened enough and you'd end up getting a stronger shutter effect at lower RPM making daily riding almost impractical. On cars its a different story and I've got a 8.5lb (stock is 28lb) flywheel on my highly modified BMW M Roadster. The reason BMW went with such a heavy flywheel is very simple; they wanted the motor to be VERY smooth.
