I think you only have default exporters.So goto Adobe premiere pros' file export menu,choose adobe media encoder.At their choose your desired format under format.To get VCD quality,choose MPEG- VCD.for DVD choose MPEG-2 DVD.Those are presetted.Choose PAL high quality or PAL coz Asia is undel PAL-G video standard.Under basic video settings put the quality into 5.Under the multiplexer tab choose DVD or VCD.Otherwise u dont get sound in simple.Then OK and save and Viola,ur vid will be encoded.For better quality enable two pass encoding.
