Nope, you cannot convert tourist visa to a working visa in Germany. Tourist visa is for Schengen area and it is only valid for 90 days and after that you must leave. Otherwise you will be deported and might be banned from entering the Schengen area again. You can apply for the job seeking visa in Germany and it‘s valid for 6 months. For that you need to show money and if you cannot find the job within 6 months, then you must leave the country as well. Unless you are applying for a high skilled job, it‘s quite common to expect fluency in German as a job requirement. Further, unless you live in big cities like Berlin, Hamburg or Munich you must have basic German knowledge or you must learn it before coming to Germany (Sometimes A1 or A2 level fluency is even a requirement for the work Visa as well).
