In the IIS manager , open the properties of the default website > Directory Security (Tab) > Authentication and Access Control (Edit) > Enable Anonymous access (tick).

If that doesn’t change anything then change NTFS security permissions of the wwwroot folder and give IUSR_MachineName read access.
