So if returned books are quarantined for 3 days spread can be contained.
What about lifting curfew for elections(which was done at nomination) and again now , when there are more covid detections.
South Korean election was held in two stages where more than 27% voted early. and stringent rules were applied during polling . eg all voters temperatrue was measured , strict sanitization used.......etc
corona infected person could vote only after 6 pm when others had voted
