send a letter requesting the letter to your HR department (with copies of your contract /offer letter and resignation letter/email) and mention that you have been waiting for it over 2 years and if you don't get it you will be reporting it to local authorities...

Honestly I don't think you can complain to the authorities (and even if you do) they can’t do anythi8ng about it. I don't think they are legally bound to give you a service a letter. So the best thing is to contact the HR and request for one and it is very unlikely that they will refuse to do so…

as i know you cant force the company to issue you a service letter. It's at their discretion. you can't go to the labor tribunal for this.

Be nice to them and get the letter somehow.

As far as I know, employers are not legally bound to give service letters to resigned staff who were covered by Shop and Office employees Act (I thinks that is the case here). Only the employees covered under Wages Board Ordinance can demand a service letter which employers are legally bound to give. Even if you get a service letter, the employer can mention something negative about you, which will make the service letter useless.

Best method is to somehow convince the HR to provide you with a service letter.

Making a forged service letter can cause serious repercussions if your present employer checks with the former employer (most reputed companies verify the authenticity of the documents provided).

If you can not get it after trying your best, then you need to tell the real situation to the present employer. you can provide them your appointment letter, acceptance of resignation, payslips, etc to present employer to confirm your experience which the present employer can check with your former employer. I don't think an employer can demand a service letter and say without which you are not hired.
