Maicro Panda Issue

I paid the advance for panda gb car in 2014.12.09.
Paid the full amount in March 2015.
It's almost 07 months passed.But I didn't get the vehicle.
My dealer is in Kelaniya Branch.
He doesn't answer to the phone from june.
Are there anyone has the similar experience. Please share your views.

but 7months and non responding agents are totally unacceptable.
