Elsevier ඉස්සර ඉදලා access දීලා තිබ්බේ post graduate institute of medicine වලින්. අපෙන් course fee එකේ library fee කියල අවුරුද්දකට 30000 ගන්නවා ඕවාට එක්කම. ගියා අවුරුද්දේ ඉදලා මුන් access අඩු කරලා only guidelines වලට. හැබැයි exam එකට අලුත්ම journal articles වලින් ප්රශ්න අහන්නේ. ඇහුවාම කියන්නේ අපි පාවිච්චි කරන්නේ නැති හන්දා subscription එක downgrade කළා කියල. තාම අපෙන් කලින් ගානම කපනවා ඒත් access අඩු කරලා. දැන් ඉතින් journal subscription ගන්න තරම් සල්ලි තියෙන consultant ලා, foreign training ගිය සින්නෝ අලුත් articles ටික download කරලා share කරනවා. ඒව නැතුව exam pass වෙන්න එක sure කරන්න බෑ paper හදන විදියත් එක්ක. Resources අඩු කියන්න බෑනේ. අපි post grad එක කරන්න course fee, library fees අදාල university එකට ගෙවනවනේ
I know man. I can't say too much in a public forum, but this is something we've been trying to sort out for quite a while. As you mentioned, many state universities still don't have Scopus access, so researchers end up relying on friends at foreign universities. That's simply not how it should be.
Even with that, state university postgrads have published some very well received papers over the past year. Imagine what they could achieve with proper access to the resources they need.

There are a few encouraging signs lately, so hopefully we might hear some good news soon!
But, given how these things have played out in the past, I'm trying not to get my hopes up too much
