    that's exactly correct... 1TB gets reported as 931GB
    To a HDD manufacturer
    1MB = 1000 KB and
    1GB = 1000 MB
    1TB = 1000 GB
    So one 1TB = 1000x1000x1000x1000 bytes

    But Windows OS calculates the capacity using the correct multiplier which is 1024.
    So (1000x1000x1000x1000)/(1024*1024*1024) = 931.323 GB

    This is the difference you see which is correct.

    There are some WD Passport Essential models that came with a non-standard proprietary interface. The interfacing electronics were built into the HDD.
    Also some current models from both WD and Seagate have similar issues, the USB interface is being built into the HDD electronics. There is no SATA connector. If the interface fails, you are stuffed - because you cannot crack the case open and connect the HDD to a standard SATA interface to get the data out.
    The older type enclosures with a SATA 2.5" HDD is the better option.
