There are government scholarships for masters and higher degrees. They come with a good monthly living allowance, air tickets etc. but you have to sign a bond saying you will return to Sri Lanka for 2 years.
Universities in Europe give scholarships but usually there's no living allowance and sometimes it's hard to find part time work. These days full scholarships are extremely rare unless it's a very niche field
Universities in USA generally keep a good amount of funds for scholarships. They write to professors in their fields of interest.That is how most Indians move to the US.The professors also offer teaching or research assistantships. You need top marks in GRE or GMAT for that to happen.
About 10 years ago I got an offer from a US University for a PhD with a full schol including living allowance. They said they don't have a single SriLankan postgraduate student in the University and was looking for diversity. I didn't go eventually due to wife's bara bare.
Try USA. Ignore Trump and his antics. He will die in a few years and the country will be great again.
