But practically how well this is enforced, I'm not sure.
You can read section 192/191 of this document, which explains the director disclosure of their interests and the definition of the "interest"

It really depends on the nature of the acquisition. I suggest you watch this very simple video from Khan Academy. Of course in reality things could be little bit more complex than this.

As a rule of thumb, in most cases, after an acquisition, the acquiring company price is going to drop short term. Target company's stock will rise short term. But if the acquisition was done with a good business case (new market, new technology or new resources), in long term , acquiring company will gain in value.
