I don't think Singapore became a developed nation solely because they speak English. There are many other factors. If we take Philippines their education system is English based and more similar to American system. Same goes with Africa. Many African countries do not have their own alphabet so they use English alphabet. Both Philippines and Africans speak good English. Way better than most of us. Specially Africans.

Even every Sri Lankan speak good English, still Sri Lanka won't be the next Singapore.
Simply our kalu katha DNA won't allow us to become a one. There isn't a single developed nation in this world with black color skin people.

I think you are suggesting 75% of Sinhalese should adopt English to deal with the govt instead of 25% Tamil adopting the already familiar Sinhala spoken by the majority.

The administration of a country is there is serve the people efficiently. It neither exist to cater to the vanity of a single ethnic group nor to protect their language.

At present everything is created in all 3 languages. How can this be the most economic solution in a developing country when most of it goes to waste?

The language of choice therefore should be the language spoken by the majority. Whenever Tamil is needed, reasonable use should be made as it was originally intended.
