But if Arab had ample coconul and palmyrah as us, about 10 trees in every garden, I would like to see what would have been the situation. Arab produce dates but they are most used for food than to produce alcohol. So Arab infact lass far less material to produce alcohol than SL.

According to your scenario... A guy rapes and murders... Now that's 2 crimes right there according to our legal system... rape & murder... and if you take rape there are many categories that the criminal belongs to such as..

Rape, Aggravated Rape, Statutory Rape, Incest etc. etc.

For each of these.. the punishment also varies... for example for Rape a criminal would get up to 20 Years Imprisonment + Fine + Compensation for Victim

for Aggravated Rape Minimum punishment would be 10 years plus all other "bonuses"

And according to your scenario the guy now faces 2 charges... rape and murder and 2 punishment...1 for rape / aggravated rape that will cost him 20 years + capital punishment or life imprisonment for murder + Fine + Compensation for Victim.....and murder is totally a different arena mind you!

So lets say yet another guy get caught raping someone else, but not killing her....then probably he will get 7 to 20 years in prison... now that's deserving.. because he is lesser criminal than the earlier guy who not only raped but killed!!

So rehab is just a part of it working alongside this system...its NOT THE ONLY THING!!!

I dont understand why would you think the system is not important.. because we are comparing two different streams of ruling... A Democracy and a Monarchy so each have different ways of ruling people!

Maybe you are trying so hard to tell that the at the end what is more practical that does matters.... but the way we do it is not important to you? that does reminds me of "helmet".. You know what we used to call putting a "helmet" for O/L, sending someone else for the exam...you may send someone into the exam and get better results or you write yourself and get avg. results.. you may pass in any case but you gotta know what's more ethical!!

Last time I checked... there was never a country converted from Democracy to a Monarchy infact it was the other way around...the most recent example being Bhutan...and Democracy is accountable for all people's rights regardless of the nature of their behavior and that includes criminals too! So we can never have some sort of a Monarchy+Democracy Hybrid mix law this doesn't happen...... So you either respect everyone's rights and stay democratic or ignore people's rights and start chopping limbs off and be a Monarchy fan boy.... it is up to you!

So if we already have a legal system why worry? Countries cannot implement rules that contradict their core elements which their institution has been formed!
