You can get the Lap top running by cleaning it out. But getting the data decrypted is something else. Unless you have a backup.. sorry.

There is a STOPDecrypter tool by Michael Gillespie. You can try, but it works only for those encrypted with offline keys.
Otherwise some files can possibly be recovered by using recovery programs that look for any files deleted. Most ransomware viruses usually delete a file and create an encrypted version.
