Voip blocked in UAE

As you may know, Voice over IP (VoIP) has blocked in UAE. which means if your friends or families live in a middle east country, they cannot contact you using Skype or any other services.
So one of my cousins used to contact me using a VPN (Opera vpn) .

I want to know that is there a possibility if the government can track them down and rip their asses?

Haven't they checked with the isp and get all the details about who use the vpn or something? I got to know their fine for cybercrime is too damn high.
